OHCHR Principles and Guidelines for a Human Rights Approach to Poverty Reduction Strategies
These guidelines were developed, at the request of the Committee on Economic, Social and Cultural Rights, to explore and articulate a human rights approach to poverty reduction. The Guidelines were designed as a tool for policy-makers and practitioners involved in the development and implementation of poverty reduction strategies, to support efforts towards inclusive and participatory poverty reduction strategies and sustainable and equitable poverty reduction outcomes.

A summary of the 2002 draft of this document, funded by the Swiss Development Cooperation, was finalized in the first quarter of 2004.
Human Rights and Poverty Reduction: A Conceptual Framework
In March 2004, to complement the draft guidelines, OHCHR issued a publication entitled Human Rights and Poverty Reduction: A Conceptual Framework [English l French l Spanish]. This publication is a handy reference which explores and articulates the key features of a human rights approach to poverty reduction.
