Manual of special procedures

The “Manual of Special Procedures” was first elaborated by mandate holders in 1999.  At the 13th Annual Meeting of Special Procedures, mandate-holders agreed to invite comments on their draft revised Manual from Governments, civil society organizations, independent experts and other stakeholders.

At the 14th annual meeting, participants decided to ask a number of mandate-holders, through the Coordination Committee, to look into the comments, as well as into the implications of the Resolution 5/1 and 5/2 adopted by the HRC, to revise the Manual accordingly and to present an updated draft for discussion at the 15th Annual Meeting. At this meeting, held in June 2008, special procedures mandate holders adopted the Manual of the United Nations special procedures, which provides guidelines on the working methods of special procedures mandate-holders.
