To inform OHCHR’s report on physical activity and sports under article 30 of the CRPD mandated by the Human Rights Council
resolution 43/L.34, the Human Rights Council requested the Office of the High Commissioner for Human Rights (OHCHR) prepare a thematic study on participation in sport under article 30 of the Convention on the Rights of Persons with Disabilities (CRPD).
The Human Rights Council requested OHCHR undertake consultations with States and other relevant stakeholders, regional organizations, the Special Rapporteur on the rights of persons with disabilities, civil society organizations, including organizations of persons with disabilities, and national human rights institutions, requiring contributions to be submitted in an accessible format.
Objectives of the report
The report seeks to elaborate on the content of Article 30(5) of the CRPD which considers the participation of persons with disabilities on an equal basis with others in sporting activities. This article considers their participation in "mainstream sporting activities" (subparagraph a) as well as in "disability-specific sporting and recreational activities" (subparagraph b). It also addresses access to play, recreation and leisure of children with disabilities, especially in the school system, and access of all persons with disabilities to sporting, recreational and tourism venues. Related education and services are also addressed.
Key questions and types of input sought
The OHCHR would be grateful to receive any relevant information for the preparation of this study. Contributions should reflect a gender perspective, highlighting specific actions to break the structural discrimination against women and girls with disabilities. Contributions should give concrete examples. In particular, views and information would be welcome in relation to the questions included in the questionnaire.
OHCHR will send official requests to States and other stakeholders identified in the resolution. In addition, OHCHR is interested in receiving information from any other individual or organisation that wishes to contribute to the thematic study.
