OHCHR Guidelines on COVID-19 and the rights of persons with disabilities (2020)

While the COVID-19 pandemic threatens all members of society, persons with disabilities are disproportionately impacted due to attitudinal, environmental and institutional barriers that are reproduced in the COVID-19 response. Many persons with disabilities have pre-existing health conditions that make them more susceptible to contracting the virus, experiencing more severe symptoms upon infection, leading to elevated levels of death.

Awareness of risks leads to better responses that can allay the disproportionate impact experienced by persons with disabilities. This guidance aims to:

  • bring awareness of the pandemic’s impact on persons with disabilities and their rights;
  • draw attention to some promising practices already being undertaken around the world;
  • identify key actions for States and other stakeholders; and
  • provide resources for further learning about ensuring rights based COVID-19 responses inclusive of persons with disabilities.

OHCHR Human Rights Indicators on the Convention on the Rights of Persons with Disabilities (2020)

OHCHR developed human rights indicators on the Convention on the Rights of Persons with Disabilities (CRPD) as a key tool to facilitate understanding and implementation of the Convention’s provisions.

Human rights indicators on the CRPD are key to facilitating understanding and implementation of the Convention’s provisions. They serve to give guidance on actions and measures to be taken in implementing the CRPD and facilitating assessment of this progress.

Training package on the Convention on the Rights of Persons with Disabilities (2012, updated periodically)

Following the entry into force of the Convention and its Optional Protocol, OHCHR has developed a training package on the Convention on the Rights of Persons with Disabilities and its Optional Protocol. The package consists of a Training Guide and eight modules.

The Training Guide and modules can be used together to develop training courses on the Convention and its Optional Protocol. They also serve as helpful resources to better understand the instruments and how they can be used to promote and protect the rights of persons with disabilities.

Human rights work requires preparation, technical skills and substantive knowledge to be effective. This publication is designed to assist in the monitoring of the rights of persons with disabilities, in line with the Convention.
